I think very easy because there are 7.5 billion people on the planet and let not all people have something to think or to say about art but still they can have an opinion.

This art world is a humongous machine with a thousand-year history of art. During this time artists were challenging norms and society, while theorists were finding an explanation to these deeds.

Thereby there is a certain logic in all explanatory theories that Dyson vacuum cleaner, Nazca Lines and illustrational painting to Alice in Wonderland can be recognised as an art. I believe there is more important statement is a declaration of an art piece.
In the case of Nazca Lines, it can be recognized as art just “because we believe them to exist” as art. (John R.Searle (1995) The construction of Social Reality. USA: The Free Press and colophon). If the originator of the work announced that this is an art then we are facing a different question of evaluation but not identification.
